Windows account is "locked" and recovery unsuccessful. Cant get in contact with Microsoft to help.

Hello Microsoft world. I have an account that is locked from signing in. When I enter my pin it no longer works and when I try using my password it also does not work. When going through the recovery process the 2-factor phone number is not my phone number and not any possible numbers I use. I submitted the 2 account recovery attempts for the day and both were declined immediately. Only assumption is that my account was taken over for some reason and now I need to get it back. The support page says they cant do anything if the recovery process is declined but that isn't a viable answer. I cannot get in contact with a physical person to help get my account back so I have come here as a last ditch attempt.

To contact Microsoft support staff in a chat, log in (to an account that is not blocked, such as the one you use to communicate on this forum): https://support.microsoft.com/en-US/home/contact?SourceApp=smc2&ContactUsExperienceEntryPointAssetId=www.microsoft.com

In the search bar, type (without quotes) "agent support" and press Enter or click on Get Help. Ignore the search results, and click on the "Contact Support" button at the bottom. On the next page, select "Windows" and "Technical Support" from the drop-down lists, and then click on "Confirm". Next, select the chat "Chat with a support agent in your web browser" and on the next page, enter your (the one that works) email address and click on "Confirm". A chat window will open in a new tab. Wait for the operator to respond and explain the situation to him. If it is possible to unblock an account, it will be unblocked.

Note. The chat is available during business hours and on business days according to US time.
