Choose File>Options>Proofing, click on the AutoCorrect Options button. Select the AutoFormat as You Type tab. Check the option Set left and first-indent with tabs and backspaces.

Tabbing to another level only works on the second and subsequent lines of a list, not the first line.

To restore the ability to change outline or bullet levels in Word using the Tab key, you can try the following steps:

    1. Check your settings: Ensure that the Tab key is not disabled for changing bullet levels. You can do this by going to the File menu, selecting Options, and then navigating to Proofing. Check the settings under AutoCorrect Options to see if there are any restrictions.
    2. Reset Word settings: If the issue persists, you may need to reset your Word settings. This can be done by renaming the Normal.dotm template, which resets several options to their default settings. To do this, exit all Office programs, open Command Prompt, and run the command ren %appdata%\Microsoft\Templates\Normal.dotm OldNormal.dotm. Restart Word to create a new Normal.dotm template.
    3. Check for add-ins: Sometimes, add-ins can interfere with Word functionality. You can disable add-ins by going to File > Options > Add-ins and managing the add-ins from there.
    4. Use keyboard shortcuts: If the Tab key is still not functioning as expected, you can manually change the bullet levels by using the keyboard shortcuts: Increase Indent (Tab) and Decrease Indent (Shift + Tab).

If these steps do not resolve the issue, consider checking for updates or reinstalling Word as a last resort.
