Abbodi86 has the correct answer. I tried all the other answers that were given multiple times and none of them got rid of the message. They did get the updates installed, but didn't clear the error message.

Hello, thank you for reaching out to Microsoft Q&A.
May I please know if you have any third-party Antivirus software installed on your computer? If yes, uninstall it and check for Windows updates again.
If you're still having issues, reset the Windows update components by running these commands one by one on a Command Prompt (Admin) window.
net stop bits
net stop wuauserv
net stop cryptsvc
ren %systemroot%\SoftwareDistribution SoftwareDistribution.old
ren %systemroot%\System32\catroot2 catroot2.old
net start bits
net start wuauserv
net start cryptsvc
Once done, restart your computer and check for updates again. If the error occurs, run the System File Checker utility.
DISM /Online /Cleanup-Image /RestoreHealth
sfc /scannow
If you're still having issues, use the Windows 10 MCT tool and check for updates.
