When I try to download Windows ISO I get an error

I saw the question was posted several times on the Microsoft Q&A and didn't get any actual answer, only workarounds - Media creation tool, Assistant etc. The real question is why we have the error and how to fix it. Thank you very much for your support!

The reason you are seeing this error is not a random glitch but a deliberate enforcement mechanism. When you attempt to download a Windows ISO or initiate certain service requests, Microsoft validates the origin of the connection. If the request appears to come from a banned geography, or if the traffic is masked through a VPN, proxy, or anonymizer, the system rejects it with error 715-123130. This is consistent with Microsoft’s compliance requirements and is not something that can be bypassed through unofficial methods.

To resolve the issue, you need to ensure that your connection is direct and transparent. Disable any VPN clients, proxy configurations, or anonymizing browser extensions. If you are on a corporate network, confirm that outbound traffic is not being routed through a gateway that masks location. In some cases, even legitimate ISPs may use exit nodes that appear as restricted regions; if that is suspected, testing from a different network or contacting your ISP for clarification is recommended.
