The most common cause is that the workbook structure is protected. When the structure is protected, Excel disables Insert sheet, Delete, Move or Copy, Rename, Hide and Unhide for worksheets, so the sheet tab commands appear grayed out exactly as you describe.
To fix it, open the workbook, go to the Review tab > Protect Workbook. If you see Unprotect Workbook, click it. If you see Protect Workbook highlighted, click it and turn off Protect workbook structure.
You can also check File > Info > Protect Workbook and turn off Protect workbook structure there. If a password prompt appears, you will need the file owner to provide it. After unprotecting, add a sheet with the
+button on the sheet tab bar or pressShift+F11.
