'Microsoft Changjie' input method editor [Chinese (Traditional, Taiwan)] cannot be used in mainland China

My computer's OS is Windows 11 25H2 English version, and it connects to the internet via Wi-Fi.

Windows 11 -> Settings -> Time & language -> Language & region -> Chinese (Traditional, Taiwan) -> ... -> Language options

warning message

Here's a warning message with a yellow background as follows:

‘You're currently on a metered network which prevents some language features from downloading. Once you're connected on a non-metered connection, visit this page to download the language features you want to use.’

Microsoft Changjie cannot be used

'Microsoft Changjie' cannot be used. ('Microsoft Bopomofo' also doesn't work.)

Please help me.

Thank you for sharing your question. I understand your concern, and I appreciate the detailed explanation. It can be frustrating when an input method you need is unavailable.

The reason you cannot use Microsoft Changjie or Microsoft Bopomofo is that the language features for Chinese (Traditional, Taiwan) have not been fully downloaded. The warning message indicates you are on a metered network, which prevents Windows from downloading additional language components required for these input methods. This is normal behavior and does not mean the feature is removed.

To resolve this, connect to a non-metered network (such as standard Wi-Fi without data limits), then go to Settings → Time & language → Language & region → Chinese (Traditional, Taiwan) → Language options and download the missing language features. Once installed, the input methods will become available.

    Downloaded and installed the below two input methods, both of which work properly.

    Smart Cangjie (version 7.1.1) - similar to 'Microsoft Changjie'

    Chewing TSF (version 25.8.1.0) - similar to 'Microsoft Bopomofo'

    I regret that this Wi-Fi with data limits is only I have, but it should be enough to download all language components required for Chinese (Traditional, Taiwan) input methods, and I think that the download limits shouldn‘t be imposed.

    It seems I need to look for other ‘Cangjie’ (non-Microsoft) input method to download & install... (Welcome any advices about 'Cangjie'.)
