Please note that OEM licenses are permanently tied to the first device on which they are activated and cannot be transferred or reactivated on different hardware. I recommend double-checking that the installed Windows edition is exactly Windows 10 Pro and that the product key on the COA label matches the one being entered. If the issue persists, the next appropriate step would be to contact the reseller or system builder from whom the license was purchased, as they are responsible for OEM license support and replacement if the key is invalid.
