With Outlook.com, you cannot stop junk mail from being delivered, only control whether it's delivered to Inbox or Junk Email. To make sure all mail from mymobeldz.com is delivered to junk, just add that domain to the Blocked Sender list. After that, all messages from that domain should appear in Junk Email. If they are already being delivered to Junk Email, there's nothing you need to do. Microsoft considers that "blocked."
Rules work only on messages delivered to Inbox so if the messages are being delivered to Junk Email, that explains why the rules don't work for you and why adding them to the Blocked Senders list doesn't prevent them from being delivered.
