Using classic Outlook for Windows in business environments
Thank you for reaching out via the Microsoft Q&A forum.
Since you are able to log in via the web, I understand your password is correct. However, Outlook and your web browser connect to the server differently. When you recently disconnected your Comcast service, the security policies for your email accounts likely defaulted to a stricter setting. Currently, the Comcast server may block "Third-Party Programs" (like Outlook) from connecting. Outlook interprets this rejection as an incorrect password, which causes the popup loop.
Here some recommended solutions you can try:
Clear Cached Credentials to ensure Windows isn't holding onto an old, invalid connection token.
- Close Outlook completely > Click the Start button, type Credential Manager, and open it.
- Click on Windows Credentials > Scroll down to Generic Credentials and look for any entries referencing your Comcast email addresses or MicrosoftOffice15_Data:SSPI (or MicrosoftOffice16_Data:SSPI)
- Click the arrow to expand them and select Remove > Restart Outlook.
Authorize Outlook (Comcast Website)
In Comcast server, you must allow Outlook to access your mail again. For your detailed information, you can see: Turn your access to third-party email programs on or off in Xfinity Email - Xfinity Support

Once you have enabled the setting, please open Outlook. It may ask for your password one last time; enter it and check "Save this password".
