What has happened here is that your Office 365 admin account is still protected by Azure AD MFA, but the Microsoft Authenticator app no longer has the account registered, so you cannot receive the verification code. Because MFA is enforced, you cannot bypass it or log in without a valid method. The only way forward is to use one of the recovery paths that Microsoft provides for administrators.
First, check if you had a secondary MFA method configured, such as SMS, alternate phone, or email. If so, you can use that to log in and then re‑register the Authenticator app. If you only had the Authenticator app and it was removed, you will need to perform an admin account recovery. For Office 365 business tenants, this requires another Global Admin to reset your MFA settings in the Microsoft 365 Admin Center. If you are the only Global Admin, you must open a support case with Microsoft directly. They will verify your identity against the tenant agreement and reset the MFA requirement so you can log back in.
There is no supported way to bypass MFA or generate codes without the app being registered. The correct procedure is either to use an alternate method you previously set up, or to request Microsoft Support to reset your MFA configuration. Once you regain access, immediately configure at least two MFA methods to avoid being locked out again.
