You can't call an agent, but you can use Microsoft Live chat support.
Go to outlook.com. Once you are signed in, click Help in the ribbon and then Help (the first option under help)
In the sidebar that pops up at the right put your issue down in the box
If none of those results fix your issue, scroll down to the bottom and click yes under still need help.
Click chat with a supported agent in your web browser.
Fill out your issue and type your email. Then click confirm.
This brings you to a live chat widget where an agent can resolve your issue.
