Phone Link giving a blank window when trying to add an Android device

I am having an issue with Phone Link on my Windows 11 device where it was giving me an unable to connect notification when it was on my taskbar (exclamation mark on the app icon) and was not opening when clicking on it, so I Reset/Repaired the app but when I try to re-add the Android phone it gives me a blank pop up window instead of giving me a QR code to scan.

I have already tried restarting the computer, checking for updates, Terminating the app and then Repair/Resetting the app again multiple times in System Settings, and uninstalling and reinstalling the app on both the computer and the phone itself. The issue seems to persist no matter what I'm doing here.

Help would be appreciated, thank you.

EDIT: Adding that the pairing option for iPhone seems to work without issue, however I don't have such a device so that's somewhat useless in this case.

    Resolved. I had to hit the nuclear option and do a repair install on my device.

    Thanks for the follow-up. It looks like the issue was rooted at the system level. A repair install of Windows ended up resolving it, since that process resets deeper system components and clears out any underlying issues with account services or identity data.
