Based on my knowledge, when a Bing Places listing has an incorrect address and you cannot receive a PIN, the only way to get direct assistance is through the Bing Places for Business Support portal, which can review and correct listing details internally. Microsoft states that owners must contact support while signed in so the team can access full listing details and update address information when self‑service options fail.
To request help, sign in to your Bing Places account and go to the official support page:

This support form allows you to open a ticket directly with the Bing Places team. The newer support system also uses a contact form where support follows up via email after you submit your issue.
If you have duplicate listings or an address stuck in “under verification,” support can merge, correct, or manually verify your listing something the self‑service tools cannot do. This is the recommended method when PIN mailers fail to arrive or the address cannot be edited.
