The terms are vague, if one of the users has more than 5 devices say. They will not be using them concurrently.

When it comes to installation, there's no limit.

But when it comes to signing into your Microsoft account, only up to 5 devices can stay signed in at the same time. If you are going to sign into the 6th device for example, it will try to tell you, and you have the option to remove it from a device list shown to you.

Browser sign in doesn't count, because the browser version is always free, subscription or not.

Let me know if this clears up any confusion. If not, feel free to let me know if you have any other question on this topic.

Microsoft 365 Family does not limit how many devices a person can install the apps on, but it does limit how many devices they can be signed in to at the same time.

    Key points:

    • With Microsoft 365 Family, each person on the subscription:
      • Can install Microsoft 365 on all their devices.
      • Can be signed in on up to 5 devices at the same time (any mix of PC, Mac, tablet, or phone).
    • If a person uses more than 5 devices, Microsoft 365 will automatically sign them out of older devices to keep within the 5‑device sign‑in limit.
    • To use Microsoft 365 on a device that was signed out automatically, just sign in again on that device.

So a user can have more than 5 devices; the limit applies only to how many devices they are actively signed in to at once, not how many installs they have.

According to the AI response there is NO limit on the number of activations.
