Building and customizing solutions using Microsoft 365 Copilot APIs and tools
Cowork requires a few specific conditions beyond just Microsoft 365 E5 and Microsoft 365 Copilot licenses.
- Confirm Frontier preview enrollment
- Cowork is only available through the Frontier preview program.
- Both the tenant and the admin account managing Cowork must be enrolled in Frontier.
- If Cowork is not visible under Agent management, explicitly verify that the admin account is enrolled in Frontier: Copilot → Settings → Frontier.
- Verify Cowork is available in your tenant
- Cowork is available to all Microsoft 365 Copilot tenants, but it is still a preview feature and may have restricted functionality.
- Ensure Anthropic as a subprocessor is enabled in the tenant (already done in this case), as Cowork uses Anthropic models.
- Check agent availability settings in the Microsoft 365 admin center
- Go to:
https://admin.microsoft.com→ Copilot → Agents → All agents. - Locate Cowork and check its availability setting:
- Available to all users (default) – all licensed Copilot users can find and install it.
- Available to specific users or groups – only specified users/groups can see and install it.
- Blocked – no one can access it.
- If access is restricted to specific users or groups, ensure the affected users (or their security groups) are explicitly added here.
- Go to:
- Install Cowork from the Agent Store
For affected users (after the above is confirmed):
- In Microsoft 365 Copilot (web or desktop):
- Open Microsoft 365 Copilot.
- In the left navigation pane, under Agents, select All agents.
- Search for Cowork and select Add.
- In Microsoft Teams:
- Open Agents and bots in the right navigation pane.
- Search for Cowork and select Add.
- Cowork will then appear in the Copilot rail for those users.
- In Microsoft 365 Copilot (web or desktop):
- Propagation and preview caveats
- As a preview feature, changes (Frontier enrollment, agent availability, license assignments) may take time to propagate.
- If all the above are correctly configured and Cowork still does not appear, wait some time and recheck the Agent Store and admin center settings.
If after confirming Frontier enrollment for the admin, agent availability in the admin center, and installation from the Agent Store Cowork is still missing, the remaining step is to treat it as a preview/rollout issue and engage Microsoft support with your tenant details.
