Based on the issue description. It sounds like the proprietary management software might conflict with Windows' native radio management. Since you have already addressed the standard driver and power management basics, the problem likely resides in HP-specific "switching" logic.
Since HP EliteBooks come with a service called HP Connection Optimizer (formerly HP Connection Manager). This software is designed to automatically switch between Wi-Fi and Cellular/Ethernet, but it probably glitches and leaves the radio in an "Off" state during power transitions. The suggestion here is to disable the HP Connection Optimizer Service (HpcSvc) in services.msc. You can set the Startup type to Disabled and restart. If the Wi-Fi stays on, you can consider to uninstall this component via "Apps & Features" as Windows 10/11 handles connection switching natively.
Another point worth mentioning here is that HP BIOS has a feature designed to disable Wi-Fi automatically the moment an Ethernet cable is detected. If this sensor is misreporting or if the device is docked, it will kill the Wi-Fi radio on boot. You can try to boot into the BIOS. Navigating to Advanced > Built-in Device Options. Locate LAN/WLAN Auto Switching. Disable this feature. This will prevent the hardware from forcing the Wi-Fi radio off regardless of the LAN state.
Sometimes the WLAN AutoConfig service (Wlansvc) is set to "Manual" or fails to trigger the radio "On" command even if the service is running. Making sure WLAN AutoConfig is set to Automatic. If it is already Automatic, check the Dependencies tab to ensure all required services (like the RPC mapper) are starting correctly.
