How to get Phone Link working on my PC again

I had Phone link working on my PC and then it restarted and now Phone Link will not work. It does not show up in the app listing, but I find it in the settings support section as a component.

Windows for home | Windows 11 | Connect Phone and PC

I went back and clicked on open app on the Start window and now it works.

    I checked my phone and it shows that I am connected to my PC, the app shows up in Start but will not launch
