Cannot Add Phone to Account

I am unable to add a phone number to my Microsoft account. Every time I go to "Manage how you sign in to your account" I am given the options to add an email, remove a current email, or change sign-in preferences. Nowhere is there a button to add a phone number. When I click to change sign-in preferences, all I can do is cancel since I only have one email on file. How can I add a phone number to my account?

Hi,

Microsoft has updated its account security settings, and for increased protection, phone numbers can no longer be added as a new method for sign-in verification. Instead, users are encouraged to use an email address as their primary security and recovery option for account access and recovery.
