GPT-5.2 appears in Foundry catalog but all regions show insufficient quota; cannot request quota

I’m using Microsoft Foundry / Azure OpenAI with a pay-as-you-go Azure subscription and Developer support plan.

I can see gpt-5.2 in the Foundry model catalog, version 2025-12-11. When I try to deploy it with default settings, the deployment dialog shows available regions, but each region says “Insufficient quota,” so I cannot continue.

I tried the Foundry quota page under Operate > Quota, but searching for gpt-5.2 returns no quota rows. I also tried Azure Portal > Help + support / support request flows, but they route me to documentation or Microsoft Q&A instead of a quota request form.

How can I request the minimum quota needed to deploy gpt-5.2 for low-volume personal testing? Is there a specific quota type, region, or request path for gpt-5.2 when it appears in the catalog but does not appear in quota management?

When you see a model in the catalog but encounter an "Insufficient quota" message—and subsequently find no corresponding rows under the Operate > Quota pane—it typically means that the model does not currently have a default Token-per-Minute (TPM) allocation assigned for your Azure Pay-As-You-Go subscription.

Because it lacks that initial baseline allocation, the self-service quota management interface cannot display it for you to adjust right away. To resolve this and establish the minimum necessary quota for your personal testing, you will need to submit a manual quota increase request.

Here are the steps to request your initial quota:

  1. Navigate to the official Azure OpenAI Service Quota Increase form: https://aka.ms/oai/stuquotarequest User's image
  2. Follow the prompts to select your Azure subscription and your desired region
  3. Specify the requested TPM allocation explicitly for the model you are trying to deploy.

Once the capacity teams review and approve the request, the initial quota will populate directly into the Foundry portal. At that point, you will be able to successfully complete your deployment with the granted capacity.

To be sure, GPT 5.2 is scheduled for retirement but will be available until 2026-12-12
