Yes, under an MCA it is supported to transfer a subscription from one billing account (even in another tenant) to another billing account provided you have the required billing permissions.
Since you mentioned that you are:
- Billing Owner on both billing accounts, and
- Owner on the subscription
The supported method is to use a billing ownership transfer request from the destination billing account.
- Go to the target (destination) billing account:
- Navigate to Cost Management + Billing
- Select the target billing account → billing profile → invoice section
- Create a transfer request:
- Go to Transfer requests
- Click Add new request
- Provide the source billing account owner’s email (or your own if same user)
- Accept the transfer:
- Open the received transfer request
- Select the subscription(s) to transfer
- Review and confirm
- Complete the transfer:
- After approval, the subscription billing ownership moves to the new billing account
