I understand how frustrating this is, especially when the correct listing is already published and the duplicate cannot be edited or verified. From your description and error messages provided, the duplicate listing was likely created automatically from a different data source.
Unfortunately, contributors here on Microsoft Q&A cannot help with modifying business listings or verification. The Bing Places support guidance also identifies verification and duplicate-listing issues as scenarios that often require support intervention rather than self-service changes:
- Sign into https://www.bing.com/forbusiness/contactSupport
- Select your region and language (example below)
- Click Chat now and explain your issue.
If Bing Places support provides a case number, keep it for follow-up and specifically ask them to retain the published Google-synced listing as the authoritative profile while removing or merging the duplicate. In the meantime, there's also a fallback option you can consider:
- Open Bing Map > search to see if you can find the duplicate listing
- If it appears, check for Suggest an edit or Feedback option
- Mark it as incorrect / a duplicate of the verified listing.
Some users have previously advised reporting duplicates through feedback when automatic merging does not occur, and sometimes it works!
