To further check on this, can you please confirm whether the account was setup as IMAP? If yes, then it’s a normal behavior. IMAP only syncs email, not contacts, calendars, or tasks.
The best workaround to proceed is export contacts from Classic Outlook and re‑import them into an Exchange/Outlook.com account, or temporarily use Classic Outlook on your new PC to manage contacts.
