Hi. I'm Brian and I'll try to help.

In Microsoft's dictionary, "blocked" means "delivered to the Junk Email folder." If those messages are already being delivered to the Junk Email folder, trying to prevent their delivery is pointless. The Blocked Sender list applies only to messages that would otherwise be delivered to your Inbox. This is similar to rules as well. They apply only to messages that would be delivered to the Inbox.

Messages delivered to the Junk Email folder will be purged automatically after from 10 to 30 days. Why not just ignore them and wait for them to be deleted automatically? What you wish to do is simply unavailable for Outlook.com.
