I'm completing organization identity validation for a Public Trust identity in Trusted Signing (Artifact Signing), and it keeps returning Failed within about five minutes of submission. The portal shows no reason, and no email-verification link is ever received, which makes me think it fails at the organization-lookup stage, before the email step.
When an artifact signing fails, the portal never provides a reason why it has failed. Instead, people have to reach out to Azure support about this so the team can investigate why it has failed. For a recently incorporated company, what actually made Public Trust validation pass — waiting for business records / the DUNS to propagate, using a specific identifier type, or updating the D&B record first?
When completing the Artifact signing, it says in the article that the public records for the legal business entry is up to date. This would mean the D&B record has to be up to date. If your record is not up to date, then the verification can fail. Is there a known manual-review path when the automated check can't verify a newer company?
If Microsoft is unable to verify your business, then you will get an email about about your request notifying you that Microsoft needs more information from you. Within the email, there will be a link that will direct you straight to the Azure portal where you can upload the required documents to verify your business.

You can speak to Azure support about the difficulty you are experiencing and they can go through available options with you.
Anything else that commonly causes a silent five-minute failure with no reason?I have seen a thread previously where a user had a similar problem with verification. An AI answer suggested that they didn't click onto the verification link in the verification email sent. Microsoft's own support resources say to check your junk folder in case the verification email has landed inside the junk folder.
