Windows 11 Pro Retail activation error 0xC004C060

Hello,

I am trying to activate Windows 11 Pro using a Retail key, but the activation fails with error code 0xC004C060.

I went through the automated Microsoft contact system and provided my full Installation ID. However, the automated system then told me that the product key does not exist in their system.

I would appreciate if someone could look into this, as i need windows 11 pro for school.

I need more information to narrow down please.

How did you obtain your license initially?

If you purchased it, did you purchase from Microsoft, or from third party?

Is it originally a Win7/8 key?

Just to make sure, is motherboard changed involved here? Is this a clean install, or a reinstall, or you are trying to upgrade from an already-activated Home edition?

Here is the information regarding my situation:

How obtained: I purchased this license online from a third-party retailer. (PremiumCDKeys)

Original version: No, it is not a Windows 7 or 8 key. It was sold specifically as a new Windows 11 Pro Retail key.

Hardware changes: No, the motherboard has not been changed.

Install type: I am currently trying to upgrade from an already-activated Windows 11 Home edition to Windows 11 Pro.

So, you cannot use a Pro license directly on a Home edition. It will always error out.

You can go to Settings > System > Activation > Change product key

Disconnect internet, and disable any third party antivirus, key in the generic key instead: VK7JG-NPHTM-C97JM-9MPGT-3V66T

That should get you to Pro. Once restarted, you can connect back to the internet. Now that Pro is installed, you can use your own license key to activate it. Same thing, go to Settings > System > Activation > Change product key, this time put in your own license key. Make sure internet is connected this time.

Unfortunately, that did not work. I followed your instructions, but I encountered errors at every step:

First, when I disconnected the wifi and entered the generic Pro key, Windows immediately gave me an error with code 0x80072ee7 (stating the activation servers could not be reached).

Out of curiosity, I then turned the wifi back on and tried to enter the product key again. This time, the system rejected it and gave me error code 0x803fa067 (stating I do not have a valid digital license or product key).

It seems the system completely blocks the upgrade this way. What else can I do?

Make sure you didn't have any typo with the generic key, because generic key shouldn't need to reach activation server.

Also, Can you please type cmd in the search on the taskbar and hit enter to launch command prompt, then run the following command:

slmgr /dlv

Hello,

I wanted to let you know that the issue is now fully resolved. I contacted the third-party retailer, and they provided me with a brand new product key.

I just entered the new key, and my Windows 11 Pro is now successfully activated! Thank you so much for your time, help, and advice during this process.

Oh good. I am glad it worked.

From the screenshot you shared, actually the generic key already did its work because it has already turned the version from Home to Pro. That's the whole purpose of using generic key. So it looks like the issue was the initial key vendor gave you.
