In Windows 11, a JPEG photo I uploaded to Settings-Display-Personalization appears too large on my PC desktop. The image is too small to fill the desktop, so I believe Windows enlarged it to fill the space, so it's slightly blurred.
How can I reduce it to occupy less space on the desktop display and eliminate the blur? E.g., in many apps, you would select the photo, then hold the shift key and use a corner anchor to make it appear smaller (or larger) on the page. (This does not change the image file size.) How can I do this for a desktop image like wallpaper?

Is the image too large or too small?
On Background settings, you can set other options that will show your image better, like Fill, Fit, Center, and others. Try the options available and check which one works better for your image.
There is no option to manage the image the way you described.
