How can I add a background phoro to my Windows 11 computer?

After a new User account was made and then deleted and or some setting was changed, I lost my background photo and now the screen is all black. When I go to the Background photo area in Personalization, there is NO option to add a background photo! I can change the Lockscreen. All too often, I have strange problems with Windows 11 which is frustrating and yet when I ran the DISM and sfc commands not too long ago, no issues were found. Too bad Microsoft has produced this software that tends to have problems. I have wasted too much time today simply trying to resolve this issue!

Please help resolve.

Open the old Control Panel.

Set View at the top of the old Control Panel to large icons.

Open the 'Ease of Access Center' applet.

Open the 'Make it easier to focus on tasks' link.

If this setting is enabled, disable it and click Apply - 'Remove background image (where available)'.

Then go back into the Personalization - Background settings in the settings app, are you then able to add a background image to your Desktop.
