Error 0x800704ec means Windows is blocking Microsoft account sign-in through a Group Policy or device-management setting. This is different from an incorrect password or account-recovery issue.
First, please confirm whether the laptop belongs to you personally or is managed by a workplace or school.
If it is a personal laptop:
- Open Settings > Accounts > Access work or school.
- Check whether any workplace or school account is connected.
- If an old organization account appears and the device is no longer managed by that organization, select the account, choose Disconnect, and restart Windows.
- Restart the device and tell me if it makes any difference.
