If you are using New Outlook, syncing to a new device can only add accounts to the Outlook client as an Exchange type. For the time being, new Outlook doesn't support exporting and importing mailboxes using .pst files.
To import and export files, switch to the classic version and then follow the steps in this article:
Export emails, contacts, and calendar items to Outlook using a .pst file.
