Teams meeting options under Recording & transcription are missing

Hi All,

Three users normally organize Teams meetings.

One user (user A) has Microsoft 365 Business Standard, Microsoft Power Automate Free and Microsoft 365 Copilot licenses.

Two other users (user B and user C) have Microsoft 365 Business Standard and Microsoft Power Automate Free licenses.

Why user A has the highlighted settings Who can record and transcribe and Who has access to the recording and transcript:

But user B and user C don't: have those options:
