Whenever I try opening one of my images or one of my files it just doesn't open and a popup saying 'The application cannot be started. Try reinstalling the application to fix the problem,' But whenever I try redownloading the images the same message pops up. Why is that?

Hi, I am Dave, I will help you with this.
Open the Settings App, then go to Apps - Installed Apps.
Scroll down to find the Microsoft Photos app.
Select that app, choose Advanced Options, then run the Repair option and the Reset option.
Then check if you can open those image files.
