Many people are reporting this problem after that update, use these steps to uninstall that update and your mouse and keyboard should work again.
Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down
Do this twice
On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.
In the recovery environment, there is an option to uninstall the update that caused the problem.
If that works for you, when you get into Windows, pause your updates until next month to stop that update that caused the problem being installed again.
I’m having the same problem but don’t get the dots. It sometimes eventually boots into front screen. No options available
