Hello!
I was resting my laptop for a fresh windows and the language was on arabic while the device language is english and I remember it happend before when I was updating so how do I change it

That is a known problem on a Windows device where the language was changed, where some of the settings may be in the wrong language, really the only way to resolve that is to create a bootable Windows USB and use that to clean install Windows in the correct language, a Windows reset does not solve this, because the recovery image still contains remnants of the old language.

In Windows now, is your whole user interface in Arabic, or just some parts of the interface is in Arabic?

When you get into Windows, go to Settings - Time and Language - Language and Region, then at the top of that window, you should have the option to change the Windows user interface language to English.
