Open File Explorer.
Go into your D drive and then right click and select New - Folder, then name the new folder Downloads.
Drag any files that should be in the Downloads folder from the root of the D drive into that new Downloads folder.
Close File Explorer.

Open the Registry Editor, it will still be on the same page.

Double click {7D83EE9B-2244-4E70-B1F5-5393042AF1E4}, set its Value Data to this and click OK
D:\Downloads

Double click {374DE290-123F-4565-9164-39C4925E467B}, set its Value Data to this and click OK
D:\Downloads

Close the Registry Editor, then restart your PC to apply the changes.
