Check your graphics card software settings to see if it may have on overriding this setting in Settings.
You could also test stopping and disabling the Sensor Monitoring Service to stop this.
"Change brightness based on content" won't turn off

I want to turn off the setting in Settings> System> Display> Brightness, called "Change brightness based on content". It makes it so only the active window is shown at full brightness, and everything else in the background is almost too dim to see. At first, I selected "Always" on the dropdown, but now when I try to switch it back to "Off", the setting just stays on (even though the dropdown shows that it's disabled).

You could try using option two in the tutorial below to turn off Change brightness based on content via the registry instead to see if it will stick afterwards.
