The screen brightness is locked. in the quick settings, the brightness bar is grayed out and stuck at the lowest level. with the function keys, a bar comes up that can be increased or decreased, but there is no change to the actual brightness. I have a lenovo ideapad gaming laptop with windows 11, if any another details might be necessary let me know and I'll find out/provide!

This is typically a display driver issue.
Go to Device Manager > Display Adapter, make sure nothing is disabled there. If so, right click to enable it.
If that still doesn't work, go to the computer's manufacturer website, lcoate the model of yours, download and install the display adapter driver.
If you need help finding driver, please type msinfo32.exe in the search on the taskbar and hit enter, then share a screenshot of the pop up please.
Nothing was marked as disabled under Display Adapter but I disabled one and reenabled it and now it's working! Thank you!

Another method which worked for me, on the screen (monitor), using physical buttons, find the option of factory reset in 'Menu Settings', do the factory reset of the monitor. Hope it helps.
I also had to disable and reenable mine and now it worked! woohooo!!
