Does my location choice affect my language program?

When I checked the language preferences in Microsoft Edge, I found that simplified Chinese was at the top. I moved it down below English to make English the preferred language. When I went back to 'windows updates' and clicked 'learn more' this time the info came up in English. I checked by swopping the preferred languages a few times, again, to make sure, and sure enough every time I clicked 'learn more' the info always came up in Chinese if Chinese was at the top and always in English if English was moved to the top

So the problem was with the Microsoft Edge setting, not the windows setting, which always had English as the preferred language.

Thanks for your detailed answer. Sorry for the delay in getting back to you, but I got bogged down with other obligations.

I have changed my location to the UK, and as I said the language I downloaded windows 10 in was English, yet some pages still appear in Chinese. It is significant because I have just reinstalled windows 10, wiping my computer clean with a bootable USB after it was locked by Bitlocker. When I first bought my computer the language was totally in Chinese. I then did, similar to what I just did, downloaded windows 10 in English from my old computer, creating installation media on a USB. At that time I successfully installed a version in my then new computer, that was totally in English. There were no pages that I can remember being in Chinese. That being said, my old computer was bought in the UK. Could it be that downloading from a computer bought in the UK, albeit being used and downloaded from in China, would ensure an English only download? My recent windows 10 download for my latest installation was from my Chinese brother-in-law's Lenovo computer. Being made in China, could that explain why some of my pages come up in Chinese?

There is no problem with all of the start pop-ups and settings information and O/S. They are all in English. The problem happens sometimes when for example today, I was looking in 'windows update' where it says 'looking for info about the latest updates?' Underneath the question, in blue writing it says 'learn more'. When I click on that all the info comes up in Chinese. If I click on that page a window comes up and among the options is 'Translate to simplified Chinese', the problem being of course, is that it is already in simplified Chinese. When I try to change the language in the language box that comes up when I click the language symbol in the URL there is no choice to translate to English, I assume, because the language pack on my computer is in English and thus can't be changed to a language it is purportedly already in. LOL.
