Yes, that is correct, if you have any genuine Windows 10 licence, you can upgrade from Windows 10 to Windows 11 for free, it does not matter if that is x86 or x64, but to upgrade from the 32bit version to Windows 11 would require a full clean install using a bootable USB of Widows 11, because Windows 11 is 64bit only.
