There's no major issue here in the registry. You can delete the record in blue.
Next,
Go to Settings > Apps > Installed Apps, find the Snipping Tool, then uninstall it.
Restart the computer, then go to Store app, look for Snipping Tool or use this link https://apps.microsoft.com/detail/9mz95kl8mr0l?...
Install it. Then launch Snipping Tool, click on the three dots on the upper right to go to Settings. Make sure automatically save original screenshots is turned on.
Then go to Windows Settings > System > notification. Scroll down a bit, make sure Snipping Tool is turned on.
