Can not play dvd on windows 11

I have 2 win 11 latops one plys external dvd newer one does not, Cyberlink shows ppopup box that when closed pops again when hit play

Plug in the external DVD Player to the new laptop.

Open Device Manager

Look under DVD/CD-ROM drives.

If it’s not listed, the drive is not being detected properly.

If there's a yellow warning icon, you may need to reinstall drivers.

If required use a different USB port.

A different USB cable.

Uninstalling and reinstalling the latest CyberLink PowerDVD version.

You may also try a different DVD player software.
