I would recommend opening a ticket with ether the Microsoft customer support button or the Admin Center Help & support at https://admin.microsoft.com/. This is not a common issue and seems to be problematic with your tenant.

we are unable to configure the meetings custom image due to the error "We can't load any data."

Teams recommend uploading images with an aspect ratio of 16:9 and a resolution of at least 1920 x 1080 if possible. please kindly check and change the aspect ratio to see if it will work.
