I tried that link before, it asks me product key. I don't want to provide the key now I just to install it in my computer now without activation

About download, you mean Export? Because I don't see download button!
I mean exporting the configuration .xml file. Since you are not familiar with ODT, it is recommended that you read the introduction of Office2019 deployment below.
If I'm not mistaken, you'd like to have a link that can be downloaded directly by clicking on the Office2019 ISO file. But this link I can't provide and I don't have permission to access Microsoft's file servers directly.

As the article said, you should set the download the Office installation file location first in configuration.xml with the element:
SourcePath
Once you have created your configuration.xml file, you can download the Office 2019 installation files to your local location with the command:
setup /download configuration.xml
