Hi,
Our azure app service plan scale-out from 1 instance to 3 takes about 1:30 hrs on average. Can anything be done to reduce this time?
The App Service Density is Ok.
We have about 21 apps on this plan with an Isolated tier/sku

We are sorry to hear you're having issues scaling your ASP in a timely manner. Are you autoscaling or manual scaling your ASP?
Please try this Autoscale REST API and let us know if it helps reduce the scaling time. you can also check the Activity Log to see what is causing the long scaling time.Best,
