Windows 10 IOT Enterprise not booting

I am trying to install/boot a Windows 10 IOT Enterprise on Intel Tigerlake board. Bootloader stack consists of slimbootloader with UEFIPAYLOAD.
After "Loading Files...." is done, the board reboots in 10-15 seconds. There is no output on the HDMI out either.

The Windows 10 ENT is the 90 day evaluation download(19044.1288.211006-0501.21h2_release_svc_refresh_CLIENTENTERPRISEEVAL_OEMRET_x64FRE_en-gb.iso) from microsoft website.

    1. Did you extract the contents of the Windows 10 IoT Enterprise ISO to a bootable USB flash disk? yes, I tried both USB drive and a NVMe with same results.
      I also tried WinPE. The only difference with winpe is board doesn't reboot itself.
      None of the options had video output.
    2. Is there a specific make and model for the Intel Tigerlake board that you are using? It is a custom board with intel i5-1135G7 . I can boot/install Ubuntu using same UEFI bootloader and have verified all hw peripherals/functionality.
    3. The name in the ISO indicates English-Great Britain. Where did you get the Windows 10 IoT Enterprise ISO? **From **https://www.microsoft.com/en-gb/evalcenter/evaluate-windows-10-enterprise\*\*\*\*
    4. slimbootloader? is there a BIOS setup screen that you can get into? **Yes I have a serial connection for debugging. Can get to Bootmanager menu, and select boot device or UEFI shell. **

    Clicking on your link I found that this Windows 10 IoT version is EnterpriseWindows 10 Enterprise LTSC 2021.

    Hope everything goes well. There are several reasons why a Windows-based computer may have problems during startup. To troubleshoot boot problems, first determine in which of the following phases the computer gets stuck:

    Hello there,

    When the device is booting and the device shows the waiting page, please wait patiently. Generally, this will last up to a minute. But sometimes, due to the SD card read-write speed, it may take longer.

    If the device can't boot normally with Windows 10 IoT Core, you can try to flash a Linux OS (such as Raspbian) to the SD card to narrow down whether the issue is caused by hardware.

    I tried full windows 10 ISO instead of IOT Enterprise. And now I do get a BSOD with stopcode :

    "ACPI_BIOS_ERROR"

    I have been trying to hook up WinDbg during boot using serial by enabling debug in slimbootloader, but not successful so far.
