Azure Monitor Agent on Workstation

I'm attempting to install the AMA on a workstation and have found this page: https://learn.microsoft.com/en-us/azure/azure-monitor/agents/azure-monitor-agent-windows-client#create-and-associate-a-monitored-object

I am able to follow the page and install the AMA on the workstation and verify the install. However when i try to create the monitored object necessary for the AMA on workstation to report into as a resource for the data collection agent I'm not able to. I have tried with the owner of the tenant so permissions should not be an issue, but that is the error I'm getting. That the user does not have permissions to add the monitored object.

I have tried using powershell as well as the API. I thought maybe its an explicit role so I tried to add it to my user and an app registration managed identity, but when i look for the role "Managed Object Contributor" this does not seem to exist.

Any help would be appreciated.
