    You need to install .NET Framework 4.5 targeting pack from Visual Studio 2019 Community. Check only that particular checkbox in Individual Components menu.

    Hi @Nguyen, Anhtai (Maryland - Remote) ,
    Since support for 4.5 ended in 12 jan. 2016, Microsoft does not provide the developer pack downloading.
