Hello, I am Rubiat

I have a requirement about DNS. I have two domain controllers in my DC site and one domain controller in my DR site. When I ping my domain for example my domain is test.local. When I ping test.local, the response came from any domain controller and even sometimes it came from DR site domain controller. I want to set a configuration where I ping test.local and the response will come from my primary domain controller in DC site, If it is down then the response will come from secondary domain controller and if my DC site down then the response will come from DR site. Please suggest me how I can do this? And my another query is why my request going to my DR site instead of DC site. Even all the subnets are configured properly in my Active Directory Sites and Services then why it is occur? Please provide your feedback. Thanks in advance.

pinging the domain name will just result in one DNS server answering. There is no option that you have influence of which one reacts, ping is not site aware.
