Windows Remote Management APP failure

I needed to rebuild my primary administrative system. When I reinstalled the RDP Manager APP it opens but never initializes, instead I get an endless circle of dots. I use this pretty frequently so its become annoying pretty fast. Does anyone have a workaround?

Win10 Pro. Current SPs

I7 system 32Gb memory, 1TB m.2

    The issue isn't the visual remote desktop manager app. I use the same program on other systems, my laptop, and my home system without issue. The issue is the microsoft store app is executing but not opening (endless circle of dots). The workstation I need to get to are accessible from everywhere else I need using the same app only not the new system I built.
