Cannot keep win 10 notifications off

Windows 10. Whenever i select "off" for "Get Notifications from apps and other senders" whenever i open the settings window back again it is switched on. I have trtied a bunch of registry settings and group policy editor but nothing works.

    What's the configuration of this device?
    Is it a corporate device, bound to some GPO settings? Or are we talking about a personal device?

    Also, what's the update status for this Windows 10 operating system?
