cannot create azure container app The subscription cannot have more than 1 environments among all regions.

i had a container app created while using azure free trial subscription. but after the trail ended and upgrading the subscription, my container app got deleted somehow. i'm trying to create another one ever since, but i'm running into the same error "The subscription cannot have more than 1 environments among all regions."
i have tried to find a solution everywhere but got no where.

    Thank you for your question. This resource limit can only be lifted by contacting support. You can create a resource limit increase request by opening the Azure Portal, clicking the help icon question mark in the top right corner, and initiating a ticket creation.

    There is a final dropdown below the ones shown in that screenshot for "Quota type"; that is where I'm unable to find an appropriate option for "container environments". Are you seeing an appropriate option in "Quota type"?
